Overview

The Engineer/Technician will have expertise in Closed Captioning (both synchronous and asynchronous) and will provide technical design, troubleshooting and operational support for webinars with the U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Employee Education System (EES).  Oak Grove offers a competitive compensation and benefits package.

Responsibilities

  • Provide support for the following:
    • HD Live Studio equipment and control room
    • Nationwide VA IPTV desktop CDN
    • Video encoding systems for real-time IP streaming/VOD/Cloud distribution
    • Video teleconferencing and virtual classroom systems
  • Transfer and quality control of all feeds coming into the facility, closed captioning for all live shows, bringing any issues to the attention of the appropriate departments and management
  • Consult with client stakeholders, users, administrators, and engineers to identify business and technical requirements for the implementation of real-time closed caption delivery platforms on a variety of streaming services
  • Communicate with vendors of real-time closed caption delivery platforms to obtain pricing and technical specifications for available software and services
  • Coordinate installation/implementation of new or modified software or programming modules 
  • Keep abreast of changes in industry practices and emerging technologies by reviewing current literature, talking with colleagues, participating in educational programs, attending meetings or workshops, and/or participating in professional organizations and conferences
  • Review (or, as necessary, create) procedures for preventative maintenance, backup, or system recovery
  • Develop, maintain, and implement a telecommunications disaster recovery plan to ensure business continuity
  • Test and evaluate software to determine efficiency, reliability, or compatibility with existing systems

Supervisory Responsibility

This position has no supervisory responsibilities.

 

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.

Requires significant concentration and the ability to pay attention to detail.

The work is somewhat varied with intense pressure for lengthy periods of time coupled with high work volume and the inability to control workflow planning.

 

Physical Demands

While performing the duties of this job, the employee is regularly required to talk and hear.

Specific vision abilities required by this job include close vision, distance vision, color vision and ability to adjust focus. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.

 

Position Type/Expected Hours of Work

The Engineer/Technician will be needed for troubleshooting during webinar events and also to maintain webinar technologies. Webinars occur almost daily during weekdays except for federal holidays. Number of programs per day will vary from 0-5 programs per day (oftentimes concurrently). Program lengths can vary from approximately 10 minutes long up to 2 hours long. Occasional evening and weekend work may be required as job duties demand.

 

Travel

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

Qualifications

Required Education and Experience

  • Bachelor’s degree in Electronics Engineering or electronics field, Computer science, technical/vocational school courses or equivalent work experience
  • 2 - 5+ years of engineering experience and television production and/or web conferencing
  • Ability to multitask, react quickly, solve problems and obtain results under pressures of daily, oftentimes concurrent, webinar captioning activities 
  • Ability to interact with a variety of individuals including management, employees, and outside vendors/consultants
  • Be informed about technical standards in streaming media, web conferencing systems such as Adobe Connect configurations, and closed caption delivery platforms
  • Conversant in Section 508 Standards
  • Proofreading/editing experience
  • Knowledge of implementation procedures and concerns of closed caption delivery platforms
  • Knowledge of internet security practices and their impact on closed caption delivery platforms
  • Awareness of different caption file format standards

Preferred Education and Experience

  • Experience managing the implementation of closed caption solutions across multiple streaming media delivery platforms including Adobe Connect and OnStream
  • Familiarity with the following a plus:
    • OnStream
    • Recap'd
    • Streamtext
    • Adobe Connect
    • Blackboard Collaborate
